Having been given to understand in conversation at the Colonial office

jast week, that instructions have been sent to Hongkong concerning the con-

struction of Petroleum Tanks at North Point, requiring that they should be

funderground-tanks, I respectfully ask for a reconsideration of these terms,

permitting the tanks to be erected above the ground, in support of which

request I beg to fix your attention to the facts

that the tanks of Messrs. Arnhold, Karberg ★ Co, situated within the

jarbour limits at Hongkong, have also been allowed to be overground,

that any danger of fire to the vicinity, even to the very nearest

proximity, arising from the inflammability of kerosine, may be averted by

surrounding the tanks with an earthen- or briok-wall to a certain height,

which will prevent the oil from flowing away. This precaution has olearly

proved to be effective at the occasion of the recent petroleum-fire at Hamburgặ

(Harburg) where three tanks full of dil have entirely burnt out without the

tanks having givan way, so that, as sparks were entirely absent, which is

always the case with burning oil, the whole quantity of the stored all Has

burnt down within the limits of the iron tanks, the latter gradually melting
